What we need the most is a set of written down procedures and protocols to follow above all else in my opinion, Fire and EMS have these written down so there's no reason why PD shouldn't it would solve all this "What and I allowed to wear" and "What am I allowed to drive" stuff. This would also give people less of a reason to break any of the police regulations if they are written down.
